A way to quickly respond to a disapproved contribution without resubmitting
If the reason for a disapproval is something that can be quickly cleared up, it would be nice to be able to respond directly to the contribution instead of having to resubmit. This would ideally, keep any conversation in one place in case a different moderator is reviewing or there's been enough of a break that things may be fuzzy. A submitter would also be able to ask questions if needed.
Unfortunately this is not possible from a technical standpoint without a complete rework of contributions. The gain is just not worth it. You may message the community moderator if further review is needed before resubmission.

Is there any way to get a notification when a contribution has been disapproved? It's hard to keep track and I can't learn from repeated mistakes or fix small issues before I've deleted pictures

Disapproved submissions should not be closed unless it's been decided that it's not something that should be in the database or already is on the site.
There's numerous benefits to including a "in-limbo" submission:
- Keeps a record of changes and updates until get gets approved.
- Allows the submitter and moderation team converse about things that need to be changed, and track updates. This might get lost in a re-submission, since more often than not the original user doesn't link back to the disapproved submission.
- At the moment user's contributions are paginated in blocks of 6 items, this needs to be improved as heavy contributors will have to navigate potentially hundreds of pages to check for something that's "in-limbo".
- The contribution is tracked with in 1 submission, not over x amount. I see no reason that there should be x amount of contributions for the same thing if they were disapproved. -

I agree, this would be a nice feature to have in case another moderator gets to the resubmission first. For now, you can message the moderator who disapproved it for further clarification prior to resubmitting. This should help clear up most misunderstandings or questions and allow for an approved submission even if another moderator gets there first, as the submission would be valid.
